2027 Affordable Housing Trust Fund Applications Open
Deadline to apply: 5:00pm September 4, 2026
Applications for the Affordable Housing Trust Fund (AHTF) are being accepted for the 2027 cycle. The Affordable Housing Trust Fund is available through a local sales tax with the purpose of providing and improving the quality, availability, and affordability of housing in Lawrence.
To apply for Affordable Housing Trust Funds:
- Download and review the 2027 Notice of Funding Opportunity. Be sure to check for applicant and project eligibility (page 5).
- Contact Lea Roselyn, Affordable Housing Administrator at lroselyn@lawrenceks.gov, to schedule a pre-application meeting to discuss the project and application. (Optional but recommended for any new applicants.)
- Complete the appropriate application. Save as either word or an editable PDF.
- Email application as an attachment, along with any additional supplemental materials, to lroselyn@lawrenceks.gov. Applications must be received by 5:00pm September 4, 2026 to be considered.
- Provide a brief project overview presentation to the Affordable Housing Advisory Board at their special meeting on October 8, 2026.
Applicants will be notified of funding decisions in December, 2026.
Applications are accepted for the following projects:
- Land acquisition for new affordable housing
- Rehabilitation of property for affordable housing
- New construction of affordable homeownership housing
- New construction of affordable rental housing
- Accessibility modifications and repairs for low-to-moderate income households
- Affordable housing community engagement, outreach and education
All projects must be within the City of Lawrence and serve Lawrence households. Projects must also meet minimum AMI targets and period of affordability, outlined on page 5 of the NOFO.
Applicant Eligibility:
- Corporations and LLCs
- 501(c)3 Nonprofits
- Neighborhood and civic groups
- City of Lawrence or Douglas County Departments
Individuals applying for their own Owner-Occupied units are not eligible applicants for the Affordable Housing Trust Funds. Please contact Lea Roselyn, Affordable Housing Administrator, for information on home rehab programs.
