During Winter WeatherThe City of Lawrence is working with our partners to ensure access to safe, indoor shelter for everyone in Lawrence who needs it during the upcoming winter weather.
How it works: Our Homeless Response Team partners with local community partners to ensure every person staying at a known campsite has been given an opportunity to relocate indoors.
How to Access Emergency Winter Shelter in Lawrence
All individuals seeking inclement-weather shelter must go through the Lawrence Community Shelter.Â

Transportation to Winter Shelter
Individuals can access the Lawrence Community Shelter using Lawrence Transit, which is free for all riders.
Fixed-Route & Paratransit Buses
Monday–Saturday: 6:00 a.m. – 8:00 p.m.
On-Demand Service (Lawrence Transit On-Demand)
Sunday: 8:00 a.m. – 6:00 p.m.
Transit services operate as long as road conditions remain safe.
Winter Shelter Capacity
For the 2025–2026 winter season, all inclement weather sheltering will be provided by the Lawrence Community Shelter.*

*Important Update for 2025–2026.
No churches or community sites will be open for walk-in emergency sheltering this year.
In past winters, several congregations operated overflow shelters;Â that model is no longer in place. All winter sheltering is centralized at LCS to ensure consistent staffing, safety, and services.

Daytime Access
Individuals who stay overnight may also remain on-site during the day when:
- There is no other safe indoor option, or
- Weather conditions remain dangerous.
Shelter Policies
- Meals:Â Provided during inclement weather operations.
- Pets:Â Pets are welcome, will require a kennel or muzzle, depending upon shelter placement.
- Substance Use:Â Individuals may enter under the influence of alcohol or drugs, as long as they are not a danger to themselves or others.
- Behavioral Expectations:Â All guests must follow shelter rules to ensure a safe environment for everyone.
