Our Journey and Legacy

In early 2020, community voices in Lawrence called for a more intentional and accountable approach to equity in local government. Through community conversations, listening sessions, and collaboration with local partners, residents made clear that equity and inclusion were shared values and essential to the City’s future. In response, the City Commission authorized the creation of the Office of Equity & Inclusion to lead this work across City operations and services.

Soon after, the City—along with communities nationwide—faced unprecedented challenges. The COVID-19 pandemic reshaped how local government served residents, while the murder of George Floyd brought renewed national attention to systemic injustice and the role of public institutions in advancing fairness and trust. Rather than slowing progress, these moments reinforced Lawrence’s commitment to embedding equity into policies, decision-making, and service delivery.

Key Milestones

  • January 2020: Community engagement highlights the need for a dedicated equity function in City government 
  • March 2020: City Commission unanimously approves the creation of a senior equity leadership role 
  • October 2020: Dr. Farris Muhammad is appointed as the City’s first Director of Equity & Inclusion following a nationwide search that included community participation 
  • 2022: A growing department advances foundational equity work amid pandemic recovery and shifting public discourse

Together, these moments reflect more than the launch of a department—they mark a lasting commitment shaped by community voice and sustained by City leadership. This history honors the people, partnerships, and shared resolve that continue to guide equity and inclusion work in Lawrence today.
