The City of Lawrence is committed to providing a website that is accessible to the widest audience and continually works to improve it's standards. The website strives to meet the best practices established by level AA of the W3C accessibility guidelines and section 508 of federal accessibility guidelines. Following these recommendations assists in making the website more user-friendly for all.

In an effort to provide access for all residents to engage with their city government, the city installed a T-Coil (telecoil) hearing loop in the City Commission Room. A telecoil is a small copper coil that is an option on most hearing aids and is built into cochlear implant processors. The telecoil is activated by a t-switch on the hearing aid or cochlear implant. For those with hearing loss, we offer this option and encourage feedback about the system - just ask us next time you're at a city commission meeting!

711 for Telecommunications Relay Service

TTY-based Telecommunications Relay Services permit persons with a hearing or speech disability to use the telephone system via a text telephone (TTY) or other device to call persons with or without such disabilities. To make using TRS as simple as possible, you can dial 711 to be automatically connected to a TRS communications assistant. It's fast, functional and free. Dialing 711, both voice and TTY-based TRS users can initiate a call from any telephone, anywhere in the United States, without having to remember and dial a ten-digit access number.

The City of Lawrence Grievance Procedure under the Americans with Disabilities Act

This Grievance Procedure is established to meet the requirements of the Americans with Disabilities Act (ADA) of 1990.  It may be used by anyone who wishes to file a complaint alleging discrimination on the basis of disability in the provision of services, activities, programs, or benefits by the City of Lawrence.  The City of Lawrence’s Personnel Policy governs employment-related complaints of disability discrimination.

1.  The complaint should be in writing and contain information about the alleged discrimination such as name, address, phone number of complainant and location, date, and description of the problem.  (Alternative means of filing complaints, such as personal interviews or a tape recording of the complaint, will be made available for persons with disabilities upon request.)
2. The complaint should be submitted by the grievant and/or his/her designee as soon as possible but no later than 60 calendar days after the alleged violation.
3. Within 15 calendar days after receipt of the complaint, ADA Compliance Manager and/or his designee will contact the complainant to discuss the issue and the possible resolutions.  Within 15 calendar days of the meeting, ADA Compliance Manager and/or his designee will respond in writing, and where appropriate, in a format accessible to the complainant, such as large print, or Braille. The response will explain the position of the City of Lawrence and offer options for substantive resolution of the complaint.
4. If the response by ADA Compliance Manager and/or his designee does not satisfactorily resolve the issue, the complainant and/or his/her designee may appeal the decision within 15 calendar days after receipt of the response to the Municipal Services & Operations (MSO) General Manager and/or her designee.
5. Within 15 calendar days after receipt of the appeal, the MSO General Manager and/or her designee, will contact the complainant to discuss the complaint and possible resolutions.  Within 15 calendar days after contact, the MSO General Manager and/or her designee will respond in writing, and where appropriate, in a format accessible to the complainant, such as large print, or Braille.
6. All written complaints received by ADA Compliance Manager, MSO General Manager, and responses from these two offices will be retained by the City of Lawrence for at least three years.
