The Bob Billings Parkway Improvements Project will bring significant improvements to one of Lawrence’s key roadways, enhancing safety, accessibility, and infrastructure reliability for years to come. This project focuses on the stretch from Kasold Dr. to Monterey Way and includes a full reconstruction of the roadway, upgraded pedestrian facilities, and critical utility replacements.
Additionally, the project will also include the rehabilitation of the existing pavement from Wakarusa Dr. to Monterey Way and from Kasold Dr. to Iowa St.

Street Reconstruction (Monterey Way to Kasold Dr.)
Residents and travelers can look forward to:
- New Pavement with Medians: The failed pavement section will be removed and replaced, and a median will be added where possible.
- New Shared Use Path & Sidewalk: A new shared use path will be added on one side of the roadway, with sidewalk reconstruction on the other, improving connectivity and accessibility for pedestrians and cyclists.
- Storm Sewer Upgrades: The aging storm sewer system will be replaced to enhance drainage and reduce flooding risks.
- Water Main Replacement: A new water main will be installed, ensuring improved reliability and service to nearby properties.
- Safer Travel for All: These improvements will create a safer, more efficient roadway for drivers, cyclists, and pedestrians alike.
Street Rehabilitation (Wakarusa Dr. to Monterey Way)
In addition to the street reconstruction improvements from Monterey Way to Kasold Dr., the Bob Billings improvements project will also include a street maintenance project from Wakarusa Dr. to Monterey Way.
Travelers in the are can look forward to:
- Pavement Rehabilitation: Asphalt pavement will be milled and overlayed, extending the life of the street.
- Street Curb Repairs: Damaged street curb sections will be repaired where necessary.
- ADA Ramp Upgrades: ADA sidewalk ramps in the area will be replaced and improved as needed.
Project Timeline
Construction for this project will begin on December 8, 2025, and will last approximately 12 months, pending weather and unforeseen delays.
Traffic Impacts
Beginning December 8, 2025, traffic will be reduced to one lane in each direction, but access to all properties will be maintained throughout the duration of the project. The City is committed to minimizing disruptions and keeping the community informed throughout each phase.

The first open house meeting for the Bob Billings Improvement project was held on May 22, 2025 from 4:30 p.m. to 6:30 p.m. at Fire Station #5 in Lawrence, KS. At this come-and-go style meeting, residents spoke with City team members and project consultants to learn more about the project.
